Hey guys, new to the forum on the recommendation of Joe Bake. Here is my delima. My brother purchased a boat back in april, it has a 91 model, 70 evinrude on it and he cannot get above about 10 mph.
Now for the list of things he has done to it.

Carbs rebuilt
New Coils
New Power pack
New plugs
New fuel pump
New hoses
New primer bulb

Any suggestios would be greatly appreciated.

Had this problem on a 1985 90 horse model Merc.   It turned out to be tiny holes in the Fuel Pump Diaphragm.   Could be a lot things so you may be better off taking it to a Evin. Tech.

Could be a pinched fuel line or see if there is an inline fuel filter (and make sure it is going the correct direction). will it get the high RPM when in neutral?

yes it will get to high rpm in neutral, all fuel linesand filters have been checked.

If this is not a pre mix, it could be the VRO

Squeeze the bulb on the oil line and see if that helps. The Over Rev is kicking in cause you aint gettin enough oil. I had a 110 rude do that to me.

Has a compression test been done ? engines with low compression will run fine until you put a load on them.

if the fuel lines are older they sometimes look fine but will collapse under load... im guessing fuel related also..

Hpw were the carbs rebuilt? Did you just take them apart and blow out put back together or did you cold dip them and put new kits in them? What size boat is this motor on and what size prop?

carbs were dip and kitted, the boat is a 1979 skeeter 18 foot, prop size i have no idea.

If that boat is 18' then a 70hp motor is going to have a struggle getting it on plane let alone running if very fast. Need to know the prop size. Motor may be fine.

 Another thought... is the prop the original? I had a friend swapped to a stainless from orig and it would not spin it correctly. Placed the orig back on, and back on pad.

Its probably a nitro from Bass Pro....  Shocked Seriously though what pitch prop are you attempting to turn on it?

the prop is a ninteen and we have since replaced thetime base, it tested bad, we are going to swap to a 13.25x17 prop.

had the same problem on the same kind of engine. It turned out that the needles in the carb were stuck. Sounds like you have been into the carb but it might be worth checking.
