Should I be concerned if the fuel bulb wouldn't "harden" when I took the boat out today?  It still ran fine, but still...

If your fuel bulb wont tighten up and your not fuel injected, make sure you dont have a stuck needle...It will run fine, but it allows extra fuel to spill out. If your fuel injected, then id go with the other posts, replace the bubble.
