Does anyone know what is required by the Canada government, of a US citizen to fish in Canadian waters, launching from the NY side of the river, other than having a passport and a valid NY fishing license?

Well thats a fun question...I grew up fishing that water....What you listed is all you "need".  And actually I dont think you need a passport just a BC as long as your not getting out of the boat.

Now NY Requires Flares in the boat....last I remember its illegal to have them in your boat in canada lol.

Just some odd conflicting rules.  That stated in 22 years of fishing that water never once was I ever stopped.

If you want to talk spots pm me your phone number I have water from alex bay to ontario.
