I am asking because I am qualified for the 2011 Western Divisional.  But I would really like to join a club for next season here in Texas and participate in the fed stuff.

Chris,  I am not sure if you are fishing Federation Nation or The Bass Federation(TBF). The rules in TBF says that you cannot attempt to qualify for the State Team(which qualifies for The Divisional) in 2 seperate states in the same year. So if you qualified out west for the Divisional for 2011, I would say that no you cannot attempt to qualify (by fishing the Texas State Tournament in Spring) for the Texas State Team who will fish the 2011 Divisional in Kansas.

However you can still become a member of a Texas TBF Bass Club, but you just cannot fish the State Tournament this year.

I was speaking in regards to the Federation Nation BASS.  I wasnt there for the TBF qualifier this year.
